그리스가 원조의 대상인데

전치사를 by쓰니까 그리스가 원조 하는 것처럼 이해되는데요

by를 써도 "이 나라에 원조한다" 뜻이 되나요?

condones everything that the Greek Government has done or

will do.

The United States of America has extended aid to the Greek Government.
